Update minimum required version of SwiftNIO SSL (#640)

Motivation:

CVE-2019-8849

Modifications:

- Require the minimum version of SwiftNIO SSL to be 2.4.1

Result:

Users will not be able to use vulnerable versions of SwiftNIO SSL.
